A provisional permit or driving permit is a document that allows you to drive so you can practice before getting your license. How you get one depends on your age and status. A provisional permit can first be applied for at age 15 1/2. To get one, you must go to the DMV and apply. This procedure includes filling out an application, passing a vision exam, giving a thumbprint and passing a written test. You will also need to show proof of completion or enrollment in a driver training course. If you do all this, you will be given your provisional permit!

Those who have held their permit for six months are eligible to test for a license, so someone who got their permit at 15 1/2 can test for their provisional license at 16. If you are over 17 1/2, you can still get a driving permit, but you will have to wait until you are 18 to take the permit test. Once you do take the test and pass, you will receive a license with no restrictions.
